Summary

This qualitative research was carried out in order to find out the efforts of the Government of Timor Leste as an independent and fully sovereign nation-state in realizing its national interests and foreign policy to obtain permanent and full membership of the Association of Southeast Asian Nations (ASEAN). In order to realize permanent and full membership in the regional organization, the Government of Timor Leste carries out diplomatic activities towards all ASEAN member countries. Through the process of data collection and triangulation of various related qualitative data, as well as through analysis using national interest theory, foreign policy theory, international relations theory, and diplomacy theory, researchers found that diplomatic activities with all ASEAN member countries had indeed influenced the membership application process. permanent and full ASEAN for Timor Leste, especially during 2018 to 2022, in the midst of ASEAN countries having polyheuristic foreign policies.
