ULRS APD Balai Melati Jakarta is a public service unit under the Directorate of Child Social Rehabilitation of the Ministry of Social Affairs of the Republic of Indonesia that provides social rehabilitation services for children with disabilities. In conducting communication strategies, this government organization conducts socialization activities both directly and by using social media such as Facebook and Instagram. In addition, the ULRS APD government organization also has its own website as a form of communication and source of information for the community. The purpose of this research is to know and understand the specific communication strategies carried out by ULRS APD in implementing social rehabilitation service programs for children with disabilities and families with children with disabilities. The research method used is a qualitative research method with a case study approach. Data collection techniques in this research are in-depth interviews, moderate participation observation and documentation as well as literature study. Data analysis techniques are data reduction, data presentation or data display and conclusion drawing. The data validity technique in this research is using source triangulation. This research involved key informants and informants consisting of policy analysis, social workers, secretaries and families of beneficiaries of social rehabilitation assistance. The results showed that the communication strategy carried out by the ULRS APD government organization can attract beneficiaries of assistance and inform the wider community and related agencies to become more aware of the existence of ULRS APD. The ULRS APD government organization still has obstacles, namely the lack of human resources and budget issues.
