Summary:The global economy is growing more complex, raising awareness for ASEAN member countries to further advance their economies so they could compete with world economic developments. Therefore, the ASEAN Economic Community (AEC) was formed. In the ASEAN Economy Community Blueprint 2015, the third pillar is "a region that has an integrated economy by prioritizing equitable economic development", one way is by developing Micro, Small and Medium Enterprises (MSMEs) in ASEAN countries. Not only in Indonesia, MSMEs are also considered by other ASEAN countries as one of the main driving wheels of their economy. The lack of competitiveness of Indonesian MSMEs in ASEAN is one of the reasons why the Indonesian Ministry of Cooperatives and MSMEs is active in the ASEAN Coordinating Committee on Micro, Small, and Medium Enterprises (ACCMSME). This was reinforced by ACCMSME forming the ASEAN Strategic Action Plan for Small Medium Enterprises Development (SAP SMED) 2010- 2015. The 26th ASEAN Summit in Kuala Lumpur, ASEAN agreed to continue the Strategic Action Plan for SME Development (SAP SMED) until 2016-2025 which is also one of the focuses in the AEC Blueprint 2025. What will be discussed in this study are North Sumatra MSMEs which face problems that many ASEAN MSMEs experience such as a lack of quality human resources, as well as how the Government's policies in improving the quality of these MSMEs are in line with SAP-SMED
