Summary:This study aims to determine the description of the dominant category of opinion direction that appears in tweets about the Indonesian International Student Mobility Awards (IISMA) program on Twitter. This research is motivated by the phenomenon of the many pros and cons of the community against these activities on Twitter to enter the ranks of trending topics for some time. The type of research used is descriptive quantitative by using content analysis as a data analysis technique. Content analysis is used to obtain inference by utilizing documents, in this study is the text of tweets submitted by the public about IISMA. A total of 878 units of tweet analysis were observed and then labeled according to categories formed from derivatives of public opinion direction variables according to Kriyantono. Inter-coder reliability test is performed by Krippendorff formula to ensure objectivity and reliability of measuring instruments. The results of this study found that opinions with unclear directions dominated public opinion by 43% or as many as 364 tweets. Opinions in this category indicate that the public does not fully understand the issues that are being discussed. Twitter as a dynamic public space has played an important role as a forum for voicing opinions, so that through interaction between individuals it can shape and direct public opinion in the digital era.
