The government's efforts to overcome this problem through the three-in-one system and the odd even system have not provided significant results. Therefore, the government proposes implementing an Electronic Road Pricing (ERP) system as a solution. However, this policy faces a number of problems, including its impact on vehicle users. This research uses normative legal research methods with interviews as a complement. The research results show that the implementation of Toll Roads in Jakarta has a significant impact on vehicle users, especially for middle to lower economic communities who depend on private vehicles. This system is also considered inadequate in meeting the accessibility and affordability of public transportation, which makes the majority of Jakarta residents remain dependent on private vehicles. Apart from that, the DKI Jakarta government is considered to have violated several regulations, such as Law no. 2 of 2022 concerning Roads and Law no. 28 of 2009 concerning Regional Taxes and Regional Levies. The implementation of paid roads is also considered to pay less attention to community participation in the preparation of related regional regulations. In this context, this research underlines the importance of improving integrated public transport and adjusting paid road policies to better take into account the needs and capabilities of the community. In addition, there needs to be greater effort to involve the public in the decision-making process regarding transportation policy.
