With the newfound scrutiny from the international world about Indonesia's environmental situation, the Government of Indonesia is currently trying to manage its waste problem that continues to pile up due to inadequate waste management. But Indonesia is still faced with numerous of obstacles such as financial and knowledge of the problem. Thus, Indonesia and Denmark carried out a bilateral cooperation through Environment Support Program - phase III (ESP3) since 2013 until 2018. This research then tries to see whether the cooperation is successfully implemented, be it structurally or through its results. In conducting this research, writer uses the qualitative approach. The type of this research is descriptive in which writer will try to analyze the implementation of the bilateral cooperation using the concept of International Cooperation as well as the concept of Policy Implementation. Writer also uses Political Ecology (PE) as the main approach for this research to see the correlation between the Indonesia-Danish bilateral cooperation with PE assumptions regarding environmental degradation. Based on the analysis and the data obtained, it can be concluded that ESP3 cooperation between Indonesia and Denmark has met the structural concept of program/policy implementation as well as the assumption of International Cooperation theory but since the projects has just been completed in 2019, the outcome of the implementations can not be fully analysed. Nevertheless, the cooperation especially the pilot projects in Central Java Province have shown that green and sustainable technologies can be done and implemented in Indonesia.
