教育體制改革下行政組織的轉型：晚清省級教育行政制度的再造 Educational Administration Transformation as Educational System Reform: Reconstructing the Provincial Administration System of the Education Department in Late-Qing China
二十世紀各國推動教育制度改革時，常連帶改革教育行政制度。本文以中國晚清「癸卯學制」的頒行為例，採史學方法，透過耙梳、分析與考證一手官方文獻及報刊，探究變革的原委、新制的內涵與影響，以瞭解中層省級教育行政機關的轉型與再造。清廷原每3年派學政監督一省學務與科舉，地位與督撫平行。但光緒29年頒行「癸卯學制」後，建議各省新設學務處，與舊制並行。廢止科舉後，督撫與學政共管學堂。原有學政存廢及職掌的調整，成為爭議的焦點，曾提出七種方案，最後折衷決定裁撤學政，新設提學使司及提學使，該案改革幅度最大；且提學使與督撫間，提學使、督撫與學部間，提學使與中央各部間權力均出現巨變；而中層省級教育行政機關的重組，更存在...
