教育體制改革下行政組織的轉型:晚清省級教育行政制度的再造 Educational Administration Transformation as Educational System Reform: Reconstructing the Provincial Administration System of the Education Department in Late-Qing China
二十世紀各國推動教育制度改革時,常連帶改革教育行政制度。本文以中國晚清「癸卯學制」的頒行為例,採史學方法,透過耙梳、分析與考證一手官方文獻及報刊,探究變革的原委、新制的內涵與影響,以瞭解中層省級教育行政機關的轉型與再造。清廷原每3年派學政監督一省學務與科舉,地位與督撫平行。但光緒29年頒行「癸卯學制」後,建議各省新設學務處,與舊制並行。廢止科舉後,督撫與學政共管學堂。原有學政存廢及職掌的調整,成為爭議的焦點,曾提出七種方案,最後折衷決定裁撤學政,新設提學使司及提學使,該案改革幅度最大;且提學使與督撫間,提學使、督撫與學部間,提學使與中央各部間權力均出現巨變;而中層省級教育行政機關的重組,更存在...
