De kansen op een harmonieuze sociaal-culturele ontwikkeling in Nederland nemen toe. 'Tweedeling' van de samenleving is in belangrijke mate te voorkomen door een geëigend arbeidsmarkt- en onderwijsbeleid. De WRR presenteert twee samenhangende beleidsperspectieven, namelijk de emancipatie van arbeid en de emancipatie van talent. De beleidsimplicaties van deze twee perspectieven worden nader besproken.
