Summary:This research is motivated by the lack of process and results of students' reading comprehension skills, it is characterized by the many students who are still under the KKM predetermined. Conventional learning becomes one of the causes of low reading comprehension skills so that learning becomes boring. In connection with the above problems, through this research can improve students' reading comprehension skills by using model POE (Predict-Observe-Explain). The general objective of this research is to be able to describe the application of the model POE (Predict-Observe-Explain) improve reading comprehension skills of students in learning Indonesian fourth grade in one elementary school in the District Sukasari. Interest in particular to know the learning process and the results of reading comprehension skills. The method used is the Classroom Action Research (PTK) Kemmis design and Taggart. The results using the model POE (Predict-Observe-Explain) can improve students' reading comprehension skills. Proven increase in the average value of the first cycle of 55.56 no increase in cycle II to 71.8, then the positive developments are also indicated on the percentage of completeness of the minimum completeness criteria (KKM) in the first cycle by 50% increase in the second cycle to 80, 6%. The results of reading comprehension skills also improved in every indicator, determining the main sentence increased by 15.7%, define difficult words increased by 12.6%, define the mandate (message) increased by 8.1%, and concluded the content of reading increased by 25%. Based on the above results are also some recommendations to be conveyed among other teachers who want to implement this model in other learning taking into account the characteristics of students and in the process to predict (predict) begins with the process of observing (Observe) to bring up the prediction. ; Penelitian ini dilatarbelakangi oleh rendahnya proses dan hasil keterampilan membaca pemahaman siswa, hal ini ditandai dengan banyaknya siswa yang masih dibawah KKM yang telah ditentukan. Pembelajaran secara konvensional menjadi salah satu faktor rendahnya keterampilan membaca pemahaman sehingga pembelajaran menjadi membosankan. Sehubungan dengan permasalahan di atas, melalui penelitian ini diharapkan dapat meningkatkan keterampilan membaca pemahaman siswa dengan menggunakan model pembelajaran POE (Predict-Observe-Explain). Tujuan umum dari penelitian ini adalah untuk dapat menggambarkan penerapan model POE (Predict-Observe-Explain) meningkatkan keterampilan membaca pemahaman siswa dalam pembelajaran bahasa Indonesia kelas IV di salah satu SD di Kecamatan Sukasari. Tujuan khususnya untuk mengetahui proses pembelajaran dan hasil keterampilan membaca pemahaman. Metode penelitian yang digunakan adalah Penelitian Tindakan Kelas (PTK) desain Kemmis dan Taggart. Hasil penelitian dengan menggunakan model POE (Predict-Observe-Explain) dapat meningkatkan keterampilan membaca pemahaman siswa. Terbukti peningkatan nilai rata-rata ada siklus I sebesar 55,56 meningkat pada siklus II menjadi 71,8, kemudian perkembangan positif juga ditunjukan pada persentase ketuntasan terhadap Kriteria Ketuntasan Minimal (KKM) pada siklus I sebesar 50% meningkat pada siklus II menjadi 80,6%. Hasil keterampilan membaca pemahaman juga mengalami peningkatan pada setiap indikatornya, menentukan kalimat utama mengalami peningkatan sebesar 15,7%, menentukan kata-kata sulit mengalami peningkatan sebesar 12,6%, menentukan amanat (pesan) mengalami peningkatan sebesar 8,1%, dan menyimpulkan isi bacaan meningkat sebesar 25%. Berdasarkan hasil penelitian di atas juga ada beberapa rekomendasi yang ingin disampaikan antara lain guru yang hendak mengimplementasikan model ini dalam pembelajaran yang lain dengan mempertimbangkan karakteristik siswa dan pada proses memprediksi (predict) diawali dengan proses mengamati (observe) untuk memunculkan prediksi.
